I build pulseaudio-12.2 with and without the gconf flag, but the result is always the same, I can not store my settings: in every login I have to redo the settings and I can see all my audio cards, but it's always set to "Dummy Output".
I don't know what settings you are referring to and how you change them. Very few things were stored in gconf with some specific tools (I only know of paprefs and some plasma advanced options thing). USE=gconf only ensures gconf presence to migrate the settings over to GSettings, in which those are stored now (in practice with dconf). paprefs uses that too now in the snapshot version (only one in tree). Please clarify what you are doing wrt settings and what.

The settings that I quoted are the settings defined with pavucontrol: 'Input devices', 'Output devices', 'Port', 'Profiles',... Settings stored in folder '/home/user/.config/pulse/'.
gconf settings are stored in ~/.config/gconf/ (by default location for user adjustments away from default, but think of it more like a configuration registry), so this isn't about USE=gconf or USE=gnome at all. Rather something else - unfortunately I'm not sure what. Maybe there's something interesting in your system log upon (pulseaudio) restart?
