The first 2 points to the same locations, just 1 should be used IMO:

I am in the process of adding https:// filtering option to mirrorselect.  This will require the distfiles.xml change for https:// urls to be listed as https protocol.

My question is: If no filter is applied to the list, which url does mirrorselect use?  the https:// or the http:// variant, or first one wins?...

Personally, I would prefer https mirrors to be the default.
