Emerging CUPS dumps a bunch of language files into /usr/share/locale. Could you make the ebuild iuse the nls flag, and --disable-nls if USE=-nls is set? Thanks.

Steps to Reproduce:
emerge cups
Actual Results:  
It installs various language files in /usr/share/locale.

Expected Results:  
These language files should not have been installed if the USE=-nls is set.
