Ahah. I have an old patch lingering that has polluted this build. I renamed xen-4.9.1-r1_coff-x86-64.patch to xen-4.9.1-r1_coff-x86-64.patch_HOLD20181206 thereby removing it from consideration. The package successfully built. Closing this bug.
It failed to apply because it's already included in 4.11.
