Jeffrey, it seems to be in general the case that eastern europe is still a bit behind reagarding connectivity/bandwidth. It's ways faster to connect an arbitrary university in the us, jp, etc.. I noticed the same for some ro and cz mirror, but internet-bg.net hit me most often. And it sucks, needing ~15 minutes (and connection loss from time to time) only to get the files, if you know having dozens of faster and more reliable mirrors around.
