I'm seeing the exact same issue on an AMD Opteron we're building in 32-bit, but with a 64-bit kernel.

Portage 2.0.51-r2 (default-linux/x86/2004.3, gcc-3.3.4, glibc-2.3.4.20040808-r1, 2.6.9-gentoo-r6 i686)

Performed the upgrade below and am-utils then succeeded.

These are the packages that I would merge, in order:

Calculating world dependencies ...done!

[ebuild U ] sys-devel/bin86-0.16.13 [0.16.0]
[ebuild U ] sys-devel/binutils-2.15.90.0.1.1-r3 [2.14.90.0.8-r1]
[ebuild U ] sys-apps/portage-2.0.51-r3 [2.0.51-r2]
*** Portage will stop merging at this point and reload itself,
recalculate dependencies, and complete the merge.
[ebuild U ] sys-devel/gcc-config-1.3.6-r4 [1.3.6-r3]
[ebuild U ] sys-libs/cracklib-2.7-r10 [2.7-r9]
[ebuild U ] sys-libs/db-4.1.25_p1-r4 [4.1.25_p1-r3]
[ebuild U ] sys-fs/e2fsprogs-1.35-r1 [1.35]
[ebuild U ] sys-apps/file-4.10-r1 [4.10]
[ebuild N ] dev-libs/glib-1.2.10-r5
[ebuild U ] sys-libs/pam-0.77-r1 [0.77]
[ebuild U ] sys-apps/shadow-4.0.5-r2 [4.0.4.1-r4]
[ebuild U ] sys-apps/groff-1.19.1-r2 [1.18.1-r4]
[ebuild U ] app-arch/gzip-1.3.5-r3 [1.3.5-r2]
