PS:
I solve problem by next commands:
> export LC_ALL=C
> emerge proot -1

Can not reproduce this with current stable versions of portage/gcc/binutils/make and your locale.

Portage should strip LANG - at least i am always have non-localized messages from make, no matter what locale i have set. And yes, i double checked that locale itself works in shell.

I'm also using stable portage/gcc/binutils/make.
But looks like my portage doesn't strip LANG at all.

Please try:
> C_ALL="uk_UA.utf8" emerge proot -1
