I have just emerged and tested flexbackup-1.2.1 on my hppa machine.  Flexbackup is working fine.  

Reproducible: Didn't try
Steps to Reproduce:
1. emerge flexbackup
2. run backup
3. read slashdot

I can't find the guidelines for getting an arch added.  Am I doing this correctly?

Yes, that's the proper way to do so.
I'll mark it stable soon.
