If you call `etcat` you can read the following:

[...]
  changes (-c short option)
    Outputs the changelog entry to screen. It is possible to give a versi-
    on number along with the package name.
        etcat changes mozilla
        etcat changes mozilla-1.1-r1
[...]

But if you try 

% etcat changes openldap-2.1.30-r2

you get the follwing error-message:

!!! Internal portage error, terminating
!!! "Specific key requires an operator (net-nds/openldap-2.1.30-r2) (try adding an '=')"
%

I think, that it's only a typo in the output of etcat, but it should be fixed... ;-)
