New version is 2.7.0 and we do not have the GUI getting installed, but that is ticket https://bugs.gentoo.org/buglist.cgi?quicksearch=keybase&list_id=4054730 Chromium needs the policy file that comes with the package as well in /etc/chromium/native-messaging-hosts/ so in-browser chat will work with the extension.
Please open one ticket per package. I do not understand what you write about the GUI here.

In the current ebuilds, the GUI is not built. Located in shared/desktop: https://github.com/keybase/client/tree/master/shared/desktop I understand this is an Electron app which complicates the build process. I would be okay with a -bin ebuild for the GUI.
