Current opera-developer is missing Icon definition in provided files from rpm source.

I propose the following for the current ebuild:
https://cgit.gentoo.org/repo/user/ssnb.git/commit/?id=dbf6dcd3b7e21090dc38a167a828ace8bc30f71c

- applied a patch to correct the missing Icon
- add epatch_user to src_prepare, so it could be possible to apply any user patches without changing the ebuild
