It says this when one tries to submit anything with an attachment:

Access to the file was denied

The file at https://bugs.gentoo.org/post_bug.cgi is not readable.

    It may have been removed, moved, or file permissions may be preventing access.

You don't have permissions to read the file you're trying to attach.
