Compiling the GCC package is very difficult for any computer. Especially for a hard drive. Often, the updating of the compiler is carried out by some users before the rest of the system is updated. However, this almost always leads to the fact that the packages dev-libs/mpc and dev-libs/mpfr are not updated in advance. As a result, the Portage system requires a subsequent re-assembly of the compiler. This is a completely impractical solution to compile the compiler twice in this situation.

It is sad to read that you have problems with the software.
We can not help you efficiently via bug tracker. The bug tracker aims rather on specific problems in .ebuilds. It is not useful to discuss vague ideas.
