Shortly after filing this bug I looked at another distribution that uses Alpine to see if they had a patch for it. Found one at https://github.com/alpinelinux/aports/blob/master/main/e2fsprogs/gnuc-prereq.patch which also covers the same problem in another file not shown in the attached log.
I can confirm the issue and that the patch from Alpine fixes it.
