Amend section on package removal

As discussed in the QA team: The section on package removal should specify that all references to the package go away when a package is removed. In particular, this includes reverse dependencies.

Patch is attached.

Lets make it a bit more generic, because not only these two files could be involved.

'Check the <code>/profiles</code> directory for the files that may reference a package and its USE flags (e.g. package.mask, package.use.mask and so on)'
