I have had this problem for months now where I do not have a plasma application launcher at all in KDE plasma 5.12.5. My SSD died a few weeks ago so I had to buy a new SSD and do a full reinstall of KDE 5.x and the problem still persists even though this is a fresh install using all new configs. I am surprise no one else is having this issue.

not sure if this is necessary but here is my emerge --info as an attachment

Indeed there is no known issue and I'd expect a config issue by default, but we don't know enough by your description so far to even start.

Please make sure you have followed the wiki precisely: https://wiki.gentoo.org/wiki/KDE

This is probably better and faster solved in the Gentoo forums.

I've had a forum post (https://forums.gentoo.org/viewtopic-t-1075832-highlight-.html) since Feb 2018, no help there. This happened on an old installed and on a fresh install following the KDE guide that you linked to.

It is sad to read that you have problems with the software. The situation seems to be a bit more complicate and requires some analysis.
We can not help you efficiently via bug tracker. The bug tracker aims rather on specific problems in .ebuilds and less on individual systems. 

I have had very good experience on the gentoo IRC [1] with questions like this. Of course there are also forums and mailing lists [2,3].
I hope you understand, that I will close the bug here therefore and wish you good luck on one of the mentioned channels [4].
Please reopen the ticket in order to provide an indication for an specific error in an ebuild or any gentoo related product.
