Hi,

This PR/Bug updates sci-electronics/gnucap for EAPI7.            
However, the build still generates a QA Warning:

make[1]: warning: jobserver unavailable: using -j1.  Add '+' to parent make rule.

I don't really know how to fix this and some help would be appreciated.
Please review.
