The same issue.

Merged:
# qlop -l | grep ulog
Mon Aug 13 18:51:54 2018 >>> app-admin/ulogd-2.0.7

fails to start.
Comment 2 Coacher 2018-08-19 16:25:33 UTC
ulogd-2.0.7 works fine here on amd64. I need more info from you.

1. Did this problem happen with earlier versions of ulogd?
2. Run ulogd as root and see if there are any error messages.
3. Attach your ulogd.conf.

You are right.

The root of issue was in that user missed (or portage silently resets) config to default sample.

Default ulogd.conf is non-operable sample. So, I think we should install it in /etc/ulogd.conf.sample or even move configs into /etc/ulogd/ directory.

The next possible issue is that ulogd init script don't perform config file validation. It leads to unclear error message.
Comment 4 Coacher 2018-08-20 21:16:57 UTC
ulogd ebuild informs users to edit sample ulogd.conf upon installation.
Afterwards emerge has CONFIG_PROTECT mechanism to preserve user's config.
If user ignores emerge output and/or disabled CONFIG_PROTECT there's nothing we can do.
