Just emerge fluxbox, and it's already there.

$ which fbsetbg
/usr/bin/fbsetbg

Or are you asking for a seperate ebuild?

You can get fbsetbg from fluxbox

But I think I can use it in other *BOXes too (blackbox,openbox,kahakai...)
