This was fixed in https://gitweb.gentoo.org/repo/gentoo.git/commit/?id=b8e36bde27263f gnome-characters project doesn't use vala at all, but we inherited it, called vala_src_prepare but didn't have $(vala_depend) in DEPEND. So this problem went away by removing the unnecessary vala stuff in 3.26, and that's the oldest version we have available now.
