Does it work if you downgrade elogind to 235.4? Unfortunately I have just bricked my laptop, so I can't test directly. I always used Fn+F1 or 'loginctl suspend'. But basically Powerdevil asks org.freedesktop.login1 via dbus whether it supports suspension, hibernation, poweroff and so on, and will the add all supported option. Do you have options for poweroff and reboot?

From what I've noticed over the past days poweroff and reboot are always present. Sometimes I also have the options for suspend and/or hibernate in the launcher (at this moment hibernate is present but suspend not) while both suspend and hibernate are always grayed out in the Lock/Logout plasmoid settings.
Well, having returned from my vacation and updated to plasma 5.13.2 and elogind 238.1 I have the options to suspend and hibernate both in the launcher and in the Lock/Logout plasmoid.
