part of package - lmt-config-gui-pkexec need PyQt5 for work

Reproducible: Always

Steps to Reproduce:
1.Install app-laptop/laptop-mode-tools-1.72.2
2.Try to start lmt-config-gui-pkexec
3.
Actual Results:  
while launching lmt-config-gui-pkexec got error:

this package depend on many other external packages, depend on the plugin you enable you should install the dependent packages.
I am sorry, but I cannot add USE flag for all of the plugins.
