mt is a tool that comes with the GNU cpio package.  mtx is NOT a full replacement for mt.  the cpio package is not currently installing mt.  I found a good clue in the README file for the cpio.tgz, but im not exactly sure what it means.
"This package also includes rmt, the remote tape server, and mt, a tape drive control program; these two programs will only be compiled if your system supports remote command execution, and tape drive control operations, respectively."
