Looks like a gcc bug. fortran should be buildable to. Having said that Gentoo provides two mingw runtimes available:

- mingw64-runtime (new, maintained). Tuples are *-w64-mingw32
- mingw-runtime (old, unmaintained)  Tuples are *-*-mingw32

Do you really need mingw-runtime (and not mingw64-runtime)?

I don't know. mingw32 is fine - it worked in the past (I still have a previous version installed) and, in fact, it appears as _the_ supported by Gentoo one (dev-util/mingw-runtime is amd64 but dev-util/mingw64-runtime is ~amd64). I have quite a few non-standard libraries compiled with mingw32 and would like to avoid the hassle of recompiling everything...

toolchain@ was not very diligent in the past stabling mingw*-runtime packages. Here is a long-open bug to phase out mingw-runtime support from gentoo: bug #584858
