With default config:

2018/05/07 19:20:20 [...s/setting/setting.go:923 NewContext()] [E] Error saving generated JWT Secret to custom config: open /var/lib/gitea/conf/app.ini: permission denied

because

# ls /var/lib/gitea/conf/app.ini -al
-rw-r--r-- 1 root root 20408 May  7 19:17 /var/lib/gitea/conf/app.ini

init script suggests user/group git:git would be better

Already fixed in 1.4.3.
