Makefile

This is a typical periodic QA report, so I think it will fit qa-reports.g.o just fine.

Current cron interval: every 6 hours (but I suppose that's unnecessarily frequent)

Dependencies: gpyutils, graphviz, pkgcore (I think vanilla will work just fine)

Description:

Those are a bunch of Python-related QA reports.  They are run via a Makefile, and the results are pushed to qa-reports via git repo.  I suppose we can eliminate the git repo and just run them locally.

Current output:
https://qa-reports.gentoo.org/output/gpyutils/

The Makefile to run them is not included in the repo, and it also works as a configuration file since it specifies which checks to run.  I'm attaching the current version.  Maybe we should put it in qa-scripts repo.

All looks good now.  We may want to look into cleaning old files when we change rendered set of results but that's not immediately necessary.
