make.conf loadpolicy error

as make.conf-feature we have 'loadpolicy' enabled, but the userland-files are not installed

while emerging a selinux-policy we get the following errors ... maybe a checking/depend from feature 'loadpolicy' <-> userlandfiles or policy <-> userlandfiles?
