The change:

  24 Sep 2004; Jason Stubbs <jstubbs@gentoo.org> emerge: Added the removal
  of --ask from argv when restarting after an emerge of portage. (#47379)

It's not working, if portage is in a `emerge -uDav world` after portage is merged they stop merging but it do not reload itself to complete the other updates.

Note:

emerge info (attached) its after the merge, so the Behavior is using 2.0.51_rc3 not rc4
