SDL_config.h has been moved to /usr/include/<arch>/SDL2

SDL_config.h includes SDL_platform.h that is still in /usr/include/SDL2

In this way, including SDL2 with 
#include <SDL2/SDL.h> 
fails

I think tupone assigned this bug to me because I did the last couple of version bumps and IIRC I also did the EAPI-6 conversion.
I gonna have a look at this as soon as I find time for it. But I consider this being low priority for now.
