http://www.gentoo.org/doc/portage-manual.html in section 3 subsection 'Unmerging
Packages' says:

The flags !mtime, !empty, and cfg specify reasons why certain files were not
removed when this package was unmerged.

and further down:

Configuration File protection kicks in when you see the cfg flag.



in both these cases 'cfg' should be changed to 'cfgpro' as that is what emerge
actually prints out.
