elogviewer is a GUI application to read elogs.

I updated elogviewer to fix a *huge* performance
problem---elogviewer was not usable anymore.

The bug was reported by lyallp on GitHub.

I also merged a couple of old changes.


I am not dropping support for Python 2.7 and Qt4 now but most
likely will in the next version. I have seen in #651032 that
it is OK.
