Eagle no longer has app-gnustep. Everyone else does.

This is a problem as it leaves unmanaged, unsupported files
in circulation and degrades the mirrors and portage.

My guess would be something to do with the target being
specified with a '/' or a '/*'.

Yeah... So it's a _really_ old portage bug.
