This package don't use USE=doc as of 3.14.14-r1 and we don't have any latex docs. Unconditionally we just install simple plain text, man pages and html files via dodoc, doman and dohtml. Am I misunderstanding the underlying issue?

I think you are right that it does not need to set it since it does not invoke latex.
