Sorry, I was in a hurry, so I don't prepare the upload of the files. However, I investigated the issue myself, since it works fine on another PC with Gentoo. I found the issue: I had a portage bashrc where LC_ALL and LANG was set to C. This results in the CODESET ANSI_X3.4-1968 (calling nl_langinfo of glibc). The codeset is then the output of locale.getpreferredenconding(False) of Python, what again lead to the opening of files in the codeset ANSI_X3.4-1968, what resulted in above error. Therefore this bug is not bug (as long as you have set your LANG to UTF-8).
