Nautilus displays a file's creation and modification time in its list view as well as in the properties dialog. It seems as if the time value is always formatted in 12-hour format although my locale is honoured to a certain degree. I have set LANG="en_IE@euro" and LC_MESSAGES=C (to get an English system with Euro support), but LC_TIME is set to "de_DE". However, nautilus refuses to display the date columns in 24 hour format. The English 12 hour format is always used although AM and PM strings are missing, so you can't distinguish between morning and afternoon. Day names are correctly translated according to my locale. If I set LC_TIME to "en_US" and restart my Gnome session, AM and PM strings are displayed in the date columns. if reproducable probably an upstream bug, might already be fixed in recent releases.
