This patch enables building the OTR plugin with USE=otr

OTR is very popular these days, and Psi supports it via a plugin.

Maybe the plugin should be a separate ebuild instead? But adding it to the main one is simple for now...

Hi Luke.

"rion" overlay has an ebuild per plugin. No changes necessary.
I'll release all the plugins to Gentoo main repo with the next release of Psi/Psi+.
In fact even Psi-9999 itself is currently better supported in my overlay. I really have to make pull request to gentoo repo but have no time for this now.

basically there is nothing wrong with adding all Psi plugins now to gentoo repo. I just have to discuss this with real gentoo devs (I'm a proxy maintainer now).

In my overlay I use eclass for all the psi plugins. Most likely its sources are not good enough for the main gentoo repo.

psi-9999.patch

I added a patch that make it work again with the current git version of psi.

It also add some use variables to make the addons work.

sorry. it's way too outdated. It's likely I'll add a separate plugins package with USE=otr.
Will come with Psi 2.0
