Steps to reproduce:
emerge 389-ds-base

Fails with:
checking for doxygen... no
configure: error: Doxygen not found - continuing without Doxygen support

Workaround - 389-ds-base can be successfully merged if doxygen is merged:
emerge -1 doxygen
