There was ebuild for =kde-apps/kholidays-17.12.1 but after removal of kde-apps 17.12.1 there is only =kde-apps/kholidays-17.08.3 and portage wants to downgrade kde-apps/kholidays from 17.12.1 to 17.08.3 when other kde-apps are upgrading to 17.12.2.

Not a bug, use kde-frameworks/kholidays instead.

I'm not using it, it is in dependencies

After removal of kholidays I get this message

Use emerge @preserved-rebuild to rebuild packages using these libraries

It is because you are mixing arch with ~arch. ~arch is fine with kde-frameworks/kholidays, arch is fine with kde-apps/kholidays. Fix your keywords.
