Looks like this bug already addressed by upstream in #58207 (https://github.com/kubernetes/kubernetes/pull/58207)

Issue persists and patch continues to fix it in a new installation of Gentoo.
Version 1.9.4 that includes the patch was released yesterday
Please test version 1.9.5
