Looks like this bug already addressed by upstream in #58207 (https://github.com/kubernetes/kubernetes/pull/58207)

kubectl-1.9.3-fix-comparison-of-golang-versions-fc37221db5d08eb9553273ad6202a2557cfde131.patch

Attached patch was taken from the upstream commit and minimally modified to patch the right file.  It solves the issue.

Issue persists and patch continues to fix it in a new installation of Gentoo.

Version 1.9.4 that includes the patch was released yesterday
