The 'package list' field currently requesting specifying full package with version.  This is often inconvenient for keywording requests where we usually expect the arch teams to keyword the newest version but at the same time have to deal with them slacking a lot.  As a result, the version specified in 'package list' is frequently outdated, and sometimes arch teams actually keyword the old version and leave the new one without keywords.

I think this could be solved if stable-bot supported package names without versions.  This should only be allowed for 'keywording' component, and in this case stable-bot should assume the newest version with any existing keywords (i.e. non-live).

Your though seems valid but it goes in contradiction with the original idea of getatoms which is born avoids manual copy/paste of the package(s) from the bugzilla to the package.keyword
