Codice 16: Creare e montare /mnt/gentoo/proc

mounting /proc should be after extracting a stage

the english online handbook has this corrected, please check other translations as well, (the on-cd handbook on 2004.2 x86 has this wrong as well)

this is needed to not get errors on /proc/.keep that might cover real errors from untarring the stage.
