ERROR: config file not found (/etc/restart_services.conf)

drwxr-xr-x 2 root root 4096 Feb  2 09:19 /etc/restart-services.d
-rw-r--r-- 1 root root 217 Feb  2 09:19 /etc/restart-services.d/00-local.conf

Even if /etc/restart_services.conf is created, it fails on /etc/restart_services.d/* missing.
