This has been mentioned earlier in bugs related to specific password managers, but I think it's worth having a parent bug - whether it is fixed or not.

Most of the password managers are currently categorized as "app-admin". (See list below.) I think this is clearly wrong since a password manager is a personal tool, not a system administration tool. I suggest that we use "app-crypt".

An (incomplete) list of current password managers in Gentoo:

*  app-admin/qtpass
*  app-crypt/ckpass
*  app-crypt/gorilla

I fully agree, that this is not ideal. 
The concept of categories is problematic. 

Say there is a kde-base/kde-passx, xfce-extra/xfce-passx or gnome-base/gnome-passx where will these go to? So there is no good solution.

I think it is the best to leave it as it is and push the development of tags forward.

This would enable us to tag also packages like
dev-perl/File-KeePass
dev-python/keepassx

with "password manager"
