Not wanting to have systems full of additional documentation is different to not installing man pages. I consider masking the generation of man pages behind a "doc" use flag a bit odd. Is this Gentoo policy?
Ya, it's somewhat normal normal, if it didn't pull in extra deps it be easier to statically install.
