emerge --info kernel-source

The majority of driver modules fail to load during boot on the Alpha platform. Note this refers to a kernel and modules built with current gentoo kernel sources version 4.12.12.  The version on the kernel on the install image 4.4.21 does load driver modules ok. Dmesg output show relocation error when the kernel tries to load a driver.

It is sad to read that you have problems with the software. The situation seems to be a bit more complicate and requires some analysis.

4.12.12 is masked. Could you try another (later) kernel too?

We can not help you efficiently via bug tracker. The bug tracker aims rather on specific problems in .ebuilds and less on individual system
