I did this for my own PayPal account by visiting https://www.paypal.com/us/cgi-bin/webscr?cmd=_setup-security-key. This is the sort of tool that is useful but you may only use it once or twice so I'm not really looking to maintain it, sorry. At least this is a simple package so take it on if you like or mark this maintainer-needed. Unfortunately the active upstream fork hasn't bothered to do any new releases but it's GitHub so that's not such a big deal. Perhaps they can be persuaded.
