oath-1.4.1.ebuild

This is a dependency of python-vipaccess, which I'm also about to file a bug for. It's the sort of tool that is useful but you may only use it once or twice so I'm not really looking to maintain it, sorry.

At least this is a simple package so take it on if you like or mark this maintainer-needed. Maybe it will be needed by something else later.
