The unstable libvirt 3.10.0-r1 needs net-libs/rpcsvc-proto, but seems you have it unstable, and version 1.2-r1 needs glibc >2.26. Since you are mixing stable/unstable packages, why are you surprised that unstable packages are pulled in? What entries do you have in package.accept_keywords under /etc/portage? If you need testing libvirt, just put glibc 2.26-r3 into accept_keywords and it should be fine.
