RC_PREFIX variable is provided by OpenRC since 2012.  Quoting from the openrc-run(8) manpage:

> RC_PREFIX        In a Gentoo Prefix installation, this variable contains the prefix offset. Otherwise it is undefined.

For better support of services under Prefix, it is well-motivated to convert existing init script to use RC_PREFIX in the directories.
