Due to new dependencies entering tree, keywording is required. This replaces bug #605004 due to languishing.

Err, missed libidn2 from packagelist for x86-fbsd somehow, my bad.

Adding CCs for maintainers of libidn2, libunistring and libressl.

Stuff touching dev-libs/ and friends will get fresh keyreqs to solve before we re-open dev-perl/ stuff depending on them.
